One courthouse serves all of it. The Prince William Circuit Court Clerk at the Judicial Center, 9311 Lee Avenue in Manassas (Clerk's land records FAQs), handles probate for anyone who lived in the County or in the Cities of Manassas and Manassas Park. Virginia has no separate probate court: the Clerk or a deputy clerk handles most of it (Prince William Circuit Court Clerk).
Below the courthouse, the map splits. The County's Development Services does not serve the Town of Dumfries or the Cities of Manassas and Manassas Park (Prince William County); the two cities issue their own building permits (Manassas; Manassas Park). The four incorporated towns, Dumfries, Haymarket, Occoquan and Quantico, each levy a town real estate tax on top of the County's (Prince William County).

| Wills and estates | The Clerk's guidance covers two cases. With a will that does not direct a sale, the will is recorded and the house passes to the beneficiary, who sells it as beneficiary. Without a will, an administrator can be appointed but does not have the power to sell real estate; when the house was the only solely held asset, an heir records a Real Estate Affidavit from the Probate Office instead. |

Across the County and its towns
The County's tax office has moved to the Development Services Building at 5 County Complex Court in Woodbridge, and taxes can also be paid in person at the Sudley North Government Center in Manassas (Prince William County). Occoquan, Haymarket and Quantico approve their own zoning and site plans, but the County's Building Development Division issues their building permits; Development Services does not serve Dumfries at all (Prince William County).

Not for permits, code cases or real estate tax: the City has its own offices for those. For probate, the Prince William Circuit Court Clerk handles the estate of anyone who lived in the City, as it does for the County (Prince William Circuit Court Clerk). Our Manassas page has more.
Can heirs sell a Prince William house when nobody has qualified as administrator?
It can be done. When the house was the only solely held asset, an heir records a Real Estate Affidavit with the Probate Office; without a will, the house passes to the heirs at law (Va. Do you buy in Dumfries, Haymarket, Occoquan and Quantico?
Yes, in all four towns. Their real estate tax comes from the town as well as the County, and the County's Development Services does not serve Dumfries, so name the town when you ask for an offer.
